After that is done, click the big gear button in the city to get to the goods selection menu - unselect the one you want to get rid of, and pick the new one.
Each land has a few raw materials to choose from, you can't choose any raw material.
For manufactures, the land is irrelevant, yuu can produce anything anywhere. But you need its raw materials close to make sure it doesn't halt.
