My town prosperity remains stubbornly low. Will supplying a wide variety of commodities improve it?

Of course.

Beer alone can't keep the citizens warm/sheltered.

Build warehouses, otherwise large surpluses of goods in a town (usually what it is producing) will trash your prosperity. In fact, you may want to upgrade some of the warehouses to the second level which will store/protect up to 10 goods instaed of 5 goods.

Also try festivals via the chapels/churches.
