Town grow only if there is work, so it is linked directly to the number of business in a town. To increase the population, you need to ensure enough work spaces. Each business inceases the population by 100 (25 worker + families).
So to reach 15000 population you need 150 businesses in a city (you can't have any more than that).
In your case London is stuck at a population of 4100, which means you have 41 businesses. Try building some more :)
And as the previous poster said, make sure it is supplied with at least all the basic stuff, especially food. If there are famines or other problems, no new workers will arrive. For prolonged issues, the population declines.
