Searching the FUNimation channel for "Higurashi" or "When they cry" didn't bring up anything useful.
I don't know how good the channel search function is, but the normal search is pretty good, so I'd say that FUNimation doesn't have any Higurashi on their channel (or not anymore).

Looks like Funimation allowed their license to expire. It was announced at Anime Expo 2015 that Sentai had acquired the rights to the show.

Kissanime doesn't have any permission to host anime and is not associated with official anime companies in any way, making it illegal for use.

The only places you can stream anime are from the respective sites of the companies that own them, Crunchyroll, and occasionally other sites like Youtube and Hulu (*and Netflix). Anywhere else is hosting the content illegally.

There's also Viewster and Daisuki, and doesn't Funimation have some sort of streaming service?

Either way, Kissanime is definitely illegal and you really shouldn't encourage someone using it here.

The first season of the anime can be bought on Amazon.
However the rest of the series wasn't translated other than by fans... but you should still be able to find it on a handful of anime sites

Siren Visual of Australia released Season 1 & 2, and I imported both after FUNimation gave up their license on the show. More recently, Sentai Filmworks is going to be releasing seasons 1-3 on DVD and Blu-Ray for the United States. Season 1 is up for preorder now, and it's a cheaper alternative to buy their DVD set rather than importing it now. Currently, the best price for it is on RightStuf. Please don't pirate anime on 3rd party sites, the creators get no money for it, and it discourages them from making more. Since Sentai has the license now, they'll probably be putting it on Hulu and Crunchyroll pretty soon, I'd say to wait for that.
