Where can I find the 07th-Mod?

I saw a few reviews for the game saying how the 07th Mod is absolutely necessary for the game to not feel like trash, but where can I find it?

I can't really agree with that. I think it's fine the way it is, though opinions may differ. When Alchemist made their PS2 port (Matsuri), they decided to make a number of enhancements, including updating the graphics (including the character art, as Ryukishi07's originals do look a bit crude; but also replacing the filtered photos used as backgrounds with drawings; plus adding event CGs, which are pretty much non-existent in the original), introducing new music (which does sound quite beautiful in its own right), changing the format from NVL (full-screen text) to ADV (text box at bottom), and hiring the cast of the anime to voice the characters. All those things make Higurashi more like a typical visual novel. The original is technically a sound novel, which is something that focuses more on mood, through the writing, sound effects, etc., than a visual novel. With a sound novel, the reader is expected to use their imagination more.

Later on, Kaga Create Co. made a PS3 port (Sui), which incorporated (I think) everything from the previous console ports. I believe it included all the assets from Matsuri. This is the port on which 07th-Modding's mod is based; it seems they're trying to make it as like the console port as possible. However, one notable thing it doesn't have (still, to my knowledge) is the console music. Not sure why they haven't done anything with it.
