Yeah, it's a free VN from what I've heard and it has h-scenes, so it's not entirely comparable with Hatoful Boyfriend.

Ironically, I have seen a visual novel on Steam that has a big "Contains nudity and explicit content" warning, so it's not like that should be a problem....

Dunno, since I dont really care about that sort of thing. I think it had spirit somewhere in the name, appeared as a suggested game on this one's storepage.

Sakura Spirit I think. Has no real nudity though, just gets pretty close (from what I've heard at least)

The difference is Sakura Spirit has the slightest suggestions of nudity with no on screen nipples or genitalia, while Katawa Shoujo has explicit hardcore sex scenes featuring amputees and burn victims that totally just turned 18.

well a 18+ patch is supposed to be coming for sakura spirit that has the h-scenes.

The thing is, Steam doesn't sell those games in countries where they are illegal. As a German, I get a lot of "This game is not available in your region" or censored versions. So first the game would have to go through all rating institutions, then Steam would have to region lock it for the countries where it isn't allowed on the market. (Developer said he wouldn't censor it for Steam, so...)
And "hardcore sex scenes with amputees and burn victims" would be problematic to distribute since Steam doesn't have a proper age control system (at least I'm pretty sure I never was checked), and I dunno about you, but I wouldn't want my 6y/o brother to see any of that. Of course there are a lot of violent 18+ games, but I've never heard of a game with content as potentially disturbing as that.
Then it would probably also cause too much of a media reaction and in the end it would be more trouble than it's worth for Valve, is what I guess.
So, yes, it probably is a problem despite other games being illegal in some countries.

Not all though. I am from Germany myself, and I was surprised (and delighted) to discover that you can get Postal and its sequels, for example, even though they are totally illegal here.

And the other things, well... with exception of Sniper Elite: Nazi Zombie Army you can get all of them easily. I actually have some (F.E.A.R and both Dead Islands) myself.

Naa, that's not true. You know the saying "all publicity is good publicity". If there was a media outrage, that would merely lead to a huge sales booost, and make Steam even more popular than it already is.

I know the saying, and it's not always true. It would be, if Steam was in need of attention. But since Steam is by far the biggest company in what they're doing, they don't have to have any additional media coverage. Also, this game is free, right? There are no sales to boost there. The number of people who'd come to steam over media coverage of this game and buy something else would be slim compared to the number of people being disgusted (What you said - hypocrisy 'n stuff) and potentially leaving Steam.

Also, the games aren't illegal in Germany to be precise, only selling them is. So if you get Dead Island from, say, a Humble Bundle or from a US retailer, that's ok, but has nothing to do with distributing an 18+ game with hardcore sex that doesn't even bring in revenue. As I said, for Valve it would be more trouble than it's worth.
