Are you referring to the spread gun? That's in the railway area, in the room just before you fight Hudson in his giant tank, there's a cannon to the left side. Once you have wall jump and on your way to get the decoder at the cliffside fort, you can find the cannon switch in a hidden tower to the right, although you'll need either the sniper rifle or RPG to unlock the gate. Use the switch on the cannon and it'll blast open a wall, and the spread gun is inside.
