Have you check underground area of the Cliffside, near the eating guard... just move around underground in that area or the next.

Cliffside fort has a few, although the minejammer itself is also in the area, you should already have it long before encountering the mines. There's also a few in the jungle area, on the screen where you first enter it from the mine area.

In my game the mines disappeared permanently after I destroyed them, cannot find any to use the jammer on

there is a section with 3 respawning mines, is in that cliffside tower map. there is a area where there is a red baret in a 2 level room where there is a single lamp in the middle where you need to jump up for a chest. in the area to the left of that, and follow the lower level road and you will see 3 of them eventually
