Need help finding the last missing plant.

How many there are?

is in the cityscape area, at the area where you fight a fighter jet enemy. to the right of that, you're in the single tile room, in the middle there is a broken roof you can get on it, there is a treasure, and a pot of plant, smash the pot for the herb

Do you know the spot on the map?

Right after you beat Mathias on foot and get the boot spikes, just keep heading left, it's the room just before the connection to the research facility.

Do you at least know where the shop in the abandoned town is, you're bound to have came across it at some point. At the bottom of the shop room to the left is a shaft that leads to another part of the Chateau, once you have wall jump you can get into it and exit to the left, follow it all the way and you'll come to the Mathias fight.

I've broken the pot several times, but I never get any loot. Do you have to smash the pot with a certain item?

That sounds like a different pot (probably some big vase that is scattered around the area). It's an actual flower pot with a plant.

It's after u kill the blonde guy, go ahead and clear the small city section afterward, then there is a secret in the roof after that, jump there and you find the last one
