How do I get the Proximity Mine?

So there's an accessory called the Minejammer that lets you pick up mines. I've got that.

There's a throwable weapon called the Naval Mine that you get by equipping the Minejammer and looting the mines in the water. I've got that.

There's another throwable weapon called the Proximity, and I assume I'd need to loot those little mines that are on the ground in a few places. Problem is, they don't respawn when you return to the area and I think I blew them all up already.

Wut do?

The doc shows Proximity is lootable at 64,18, but there's nothing there in my save.
