Tower on cliff side fort

How do you get on the top of the tower of cliffside fort? the one right outside the shop keep with a ring and treasure chest on it? ive already tried using ice gun i have all abilities and nothing.

Get one of the guys to shoot a tracking rocket and lure it into pointing up, then double jump + boot spike off the rocket

well still very inconsistent with how finicky the enemy bounce ability, sometime it work but sometime it just explode.
