I think, at least part of the reason, is that(probably due to themes or domestic politics) you must be over 18 or what is considered the legal age of your region.

Since Steam does not have such requirements on its own, a third party ELUA is a legal way to ensure that the developer does not do anything illegal.

At least, that is my interpretation.
Why do you need to be 18 years old to play this game? Are there sex scenes in this game that I'm not aware of??
its possible this is to comply with Chinese law? The 18 years old bit at least.
I think they are at the "video games are the devil" phase of culture
I read through the whole thing and nothing jumped out that was weird(obv read it yourself if you are concerned).... so there wont be any surprise HumancentiPad clauses

What season is that in? I've only seen a few episodes of South Park....
