It depends on perks, character, and who your fighting.
Tough question.

um...

Wand? Never runs out of ammo, and it's pretty good on some characters.

Real weapons, I dunno. What's mana-efficient and still gets stuff rekt? I'm tempted to say necro staff, but....

Necro staff is a good choice, moderate ammo consumption, decent rate of fire, I prefer the twillight staff myself, but again it depends on your perks, your character, and what your fighting, I find some homing items are good for heavy hitting high health priority targets like armour suits, demons, and storm beasts, but something that explodes or coveres a wide area with a high rate of fire (like the necro staff) work better for groupings of weaker enemies.

I play as the first character all the time.

If you are looking for power-to-mana efficiency and don't mind doing a lot of kiting, any of the poison weapons are an excellent choice. I like the staff version the most with the bomb version being a fine substitute but I find the spell version to be awful to aim. At least on normal one full cycle of poison kills the witches and many other smaller ground enemies.

If you are looking for AOE power, I always seem to lean on the standard grenade. The one that just explodes and its secondary is four bombs or something. It is very useful on later floors when rooms are packed full of enemies to take advantage of its splash damage. The alchemy weapon that is a slow-moving infinitely piercing large orb of light is also very powerful.

If you are looking for burst damage to target priority enemies, I like to use the secondary attack of the fire spell. It is very powerful but has a long cooldown, so it is great for one-shotting priority enemies while running around to wait for its cooldown as you get to your next target.

If you are looking for longer range single-target sustained DPS, the rapid fire staff (eye of twilight?) is a pretty good option. It does wonders on obelisks as long as your mana can sustain its fire for long enough to destroy one.

Honorable mention is a spell that fires ring-looking things in a pulsing type of pattern that expand and contract their formation as they move. I've only seen it once so far, but when I got used to the distance from an enemy at which they would be contracted together when they reach my target, it seemed quite powerful.

Magma Blaster has perhaps the highest per-shot damage, one-shotting majority of enemies and killing most bosses in few shots with it's secondary attack. Quite a reason to play as the Alchemist I would say.

Eye of Twilight is also good, so long as you have the mana to sustain it.

Undead Scepter deals lots of damage if you can afford to stand right in front of something (so that the entire spread hits one target).

There's a whole bunch of weapons that are pretty good if you have enough mana - even "utility" weapons like Lidless Eye or Enchanted Butterflies can wreck complete havoc if you can afford to cast them non-stop.

I can honestly say that the fireweaver bomb is possibly the most useless weapon. It just leaves a pile of fire on the ground where it landed that hurts enemies who stand in it, only really good against carrots. The Polar bomb is equally crap but it at least does a sigificant ammount of contact damage and freezes the target, most medium to low health enemies will die with one shot, just very slowly, the poison bomb is considerably better in contact damage and does constant damage that effects air targets as well as a cluster of neabry enemies with its needles. The standard bomb is good hard damage with a decent rate of fire. The Acheron's cube is a bit tricky, and not the most handy but there are worse weapons. Most bombs secondary fire is to toss multiple bombs, the number depends on the weapon in question.

Gun Alchemy weapons are usually more mana consuming than the bombs but equally if not more powerful. The Dark gun seems, interesting if nothing else. The Anguish cannon is killer, a couple shots will kill most enemies, with enough damage buffs Ive managed to get it strong enough to 1 shot everything but bosses. The Magma cannon has a modest dps rate, the secondary fire is a wide spread thats handy against groups or if aimed low enough can really tear an oblisk appart. The Catapult of doom is rather janky, its secondary fire is technically it's primary, it seems to cost less mana but it shoots indivdual bolts in a crazy wide arc, somewhat unpredictable. The final is the Magma blaster?.. I get the two confused... there's another that looks alot like the magma cannon but it fires considerably stronger projectiles, and has a close cluster shot for its secondary.

The power of heart is my favorite weapon; I just love the bouncing projectiles and the destruction they cause against groups of melee enemies following me. For pretty much any purpose though, the bloodlust needles and wraith rings will get the job done. The tracking ability of these two weapons allows you to clear rooms with very little wasted mana. They can also hit targets from distances far past the range from which most other spells would be effective.

Wraith Rings, cus they look like spagetti O's

I think that Poison Needles is overall the best weapon in the game. the alternate fire is a multi-enemy homing poison attack, and the primary is a single target direct damage attack, and it uses moderate mana. there's situationally better weapons, such as the Anguish Canon for dropping enemies in a straight line, or the Catapault of Doom for soaking damage in a small area, especially while holding the alternate fire down, but in order for it to be effective, you need to be very close range. as far as 'for as many situations as possible' I would have to go with Poison Needles.

Eye of Twilight was mentioned - definitely a boss killer w/ the alternate fire heavy attack rate.

Anquish cannon was also mentioned, key note on anquish - it can't damage you and continues through enemies until it hits the wall.

However, the 'best' weapon - for all trash - is hands down Archangel's Embrace. Now hear me out, cause at first I didn't like it either. It is a medium range vertical spread with no scatter. It does not reach far, but instead does a double fish hook left/right and sweeps back, giving it a perfect target first fire w/ an aoe backsweep.

BUT the REAL power comes from two effects - FREEZE which is a hard lockdown of the targets, which it does ALOT, and it PENETRATES all targets, unlike any other spell. Anguish has no debuff and is slow base RoF, Eye stops at a single target and the Solar does penetrate but also has a horrible rate of fire. Archangels has stopping power (literally as it can kill or freeze) AOE and a damage multiplier when enemies are swarming. Best weapon

With enough perks and mana usage reduction, I would say Tesla's Coil. That thing is god tier on the acrobat :>

Not saying it's the best weapon by any means, but the Archon Staff is a monster against groups of weak enemies. Kills them faster, and easier than any other weapon I've seen.

I find this weapon 1) too accurate, I've never understood why people enjoy weapons with NEEDLE level accuracy, you'd be suprisied how much weapon spread plays a part in overall damage. 2) on its own way to mana consuming for the cheesy level of damage it does. 3) I've had it clip with literally nothing, often times wasting mana even further by not striking what I'm pointing at but rather some mythical nothingness inbetween us.
I don't know if it's "the best", but I like the Firestorm Grenade and Porcupine Bomb. They're great for clearing out rooms full of carrots!
