confused about hostages and rebellion
Playing latest nightly. I've noticed now a lot more difficulty reigning in a non native city after capture. It seems that if you capture a city with 0 recruits, you can't produce hostages. also morale penalty is -100, and max bonus from garrisoning with strong troops is +100. A city I captured is at 100 revolt risk and there is no way out of this until they do revolt, as i have recruiting and taxes at 0 and food at +100. In a few cases I am getting lucky by reaching the next city level to get recruits to take as hostages. If a city is large AND far from pop growth, then I raze it down to a size 1 to speed this process up. I'm unsure how devs want to address this but I think this is sort of fun the way it is but also sort of broken. I don't think a city should revolt when 6 armies are standing directly outside(as Sybaris did for me, retaken in 30 seconds). I think it'd be wise to hide more information rather than giving players omniscience. The lame/fast way to fix this is boost garrison max to like +125 or +150...

I forgot my main point! How do hostages work now. I used up 60 pop for 1 hostage unit and got 17/100 morale from that...do i need hostages to be further away, or in stone walled cities, or what?
