Report a translation problem
This sounds a little odd to me, I think there might be a bug there somewhere.
Basically, in it's current demo state, there is no priority, which means if there are multiple illegal items in a bag, you can choose any relevant flag type and they will all give the same positive points. If it's saying you're incorrectly flagging bags, then this is either a bug or human error (due to my poor in-game explanation skills).
Can you confirm that to flag items you:
1. Return the item to the suitcase (do not confiscate it)
2. Select 'Flag' and choose the appropriate image (eg, drugs for drugs)
3. Place on the shelf
4. Press the process button.
Either way, I'll either fix the bug, or better explain the procedures in-game.

Yes I did those things. To be specific:
1. Had an email stating that anything over 1L of alcohol was to be marked in excess that day
2. Had a suitcase arrive with 2L of alcohol and 1 weed grinder
3. Scanned the weed grinder and confirmed there was cannibas in it and returned it to the suitcase with the alcohol
4. Selected 'Flag' and flagged Drugs for Drugs
5. Placed it on the shelf
6. Pressed the process button at the end of doing the rest of the luggages
I had 2 other prohibited bags that day but they were obvious ones, one being ammunition and the other being excess cigarettes, which ammunition went through the same process of being scanned and put into the suitcase again and flagged appropriately
