Once you have TrackIR plugged in and newest sotware installed and running, IL2 should detect it automatically. Most of window in TrackIR program is for testing / setting up - right click on big field and switch between 3d view and camera view to see if and how it works.
If you see your head moving in TrackIR program, it should be moving in IL-2 as well.
If you're using a very old version of TrackIR that does not work with new software, you need to edit configuration file to run IL-2 in compatibility mode. Do it only if nothing else works and you're sure your hardware is this old.
