If not, what are your fps now? Your system should be more than adequate. You have similar specs to mine except I have the 2080Ti -- but I used to play this VR with a 4th Gen i7 and a GTX 970Ti.
Some things that come to mind are: close out other programs that are taking up memory; reduce distance draw in the sim; and reduce antialiasing in the sim.
This is a great graphics settings guide (although for VR still applies to pancake)
Clouds, Shadows, Antialiasing have the most significant impact on framerate.
My suggestion is to try running clouds on medium, shadows low, switch AA from MSAA to FXAA and go from there.
Career Density could impact framerate big time too, try Moderate or 'Scattered' density on the frontline.
