I am playing with everything unlocked now and I'm having a Blast.
The skins unlocked in this manner are not usuable online. And, if this is like the first hacked save that came out shortly after launch that unlocks DLC content, you will likely get banned. Certainly from the game, and maybe your whole account.
You can be angry about them deleting your save, but that doesn't give you any rights to steal stuff.

Then I can't imagine them having an issue with it. I would still be cautious, but as long as it's not unlocking DLC stuff, it shouldn't matter.
So no, it doesn't even unlock skins from the Mobile. This is all stuff you can get via grinding the main game.
