Anyways did you monitor your framrate? 59 in otpions could be 59.89hz or somthing BF4 dont have 120hz option its 119.89hz and plays at 120fps. even if one frame one frame isnt making any diffence if windows detects at 60hz then its 60hz monitor.

the game detects my 120hz monitor at 119hz
There is literally no visual difference and this is common for supposed 60hz refresh rate displays.
with steam's tool it shows that i get an almost constant 60fpz
60 hz ok on my TV after game configure - display selector.
