On the long run PC will be better if they fix the problems.
I think PC version has to be a bit more beautiful once maxed out, but I did not watch comparaison, and it has to be marginal.
Netcode sucks on every platform, so playcount does not matter at all either since it is not really a game you will play online if you don't enjoy lag fest.
Right now PS4 is better I think.
Netcode is the same.
2. The netcode is bad in all versions, but that doesn't mean that multiplayer is unplayable. Finding players in your region is easy thanks to the "Rooms" mechanic on the online section of the game. Playing on the PS4 also requires your subscription to the Playstation Network, which costs at least 5 dollars/euros per month.
3. The playercount is inarguably higher on the PS4. MK has traditionally been a console series and therefore the PC community is still in its "adolescence". Perhaps, in MKXI, there are going to be more players.
Edit: NickGR's PC is below the minimum requirements and it's no wonder his 6-year old Phenom cannot follow the network load created by the game. I don't know about MAN0's specs, but as the videos below perfectly demonstrate, you can easily achieve 60FPS on an up-to-date budget PC.

I could hardly characterise a GTX 750Ti "high end" as he does.
