presumably it will work. How well it works is another story.
I agree
Or another feature, some online games does this I THINK is dawn of war can't remember. Users with sub par PC could not activate certain options in graphics and they were graved out forced on disabled for online play.
THere are people with decent PC that can run the game on medium to high at 60 fps but even they are just too dumb for their own good and they want to run every single option on Ultra
Something as simple as shadows, reducing it a slight bit can sometimes yield double performance at a very tiny loss in visual quality.
This, + afaik vita players could filter out ps3 players.
Also regarding people playing the game on toasters... you've to run a benchmark before you can jump online in USF4 and your rating shows in lobbies. Peasants, who play on their subpar casio calculator will shortly be weeded out, when nobody plays their laggy ass. Capcom knows what they're doing, compared to NRS at least.
That new game they've been advertising at evo, rising thunder, is a 3D game engine and uses ggpo. You CAN put ggpo in any game. SF5 is also going to use rollback netcode. I don't know what KI uses but it apparently works.
Netcode is the key, but NRS are too incompetent.
Nintendo Wii U
Windows
OSX
Linux
iOS
Android
Its sad at a time when every company is looking to improve on their netcode, improve and fix online, do cross platform. We instead are stuck with NRS, an incompetent lying bunch of steaming turds who has 0 respect for PC Gamers. And who are trying to destroy their own game.
Here is another cross-play deluxe game. A pure FPS with nice gfx.
PC, Facebook, Phones etc.

I tried, and cross-play actually works fine with so many systems. :)
Pure Chess:
Nintendo Wii U
Nintendo 3DS
iPhone
iPad
iPod touch
Android
If Sony weren't stubborn and refused cross-play, PS3, PS4 and VITA would also support cross-play with the 6 other systems making it a total of 9 systems mixed online.
Cross-Play games clearly works fine between phones, PC, tabs and consoles.
There is no good reason to not support cross-play today.
I think any multiplatform game should have cross-play on any platform its released on.
This is already done by other devs as i mentioned here already.
What are the realistic chances they might actually add it in the near future?
