Backgrounds like that are tied to wins with characters, or specific Premium Towers.

When you get the 6 Chromes (or the ones needed depending on the game ), you can craft a badge , and as a plus you get an icon (in my case i got this one ) and a background

In MKX you will get 3 chromes by just playing the game , the othe 3 ones you can either buy them or trade them . Then once you have them all there is an option t o create the badge ,as a plus you get the icon and background (and 100xp points)

if you want to display pictures of your favourite characters, you might do it by an artwork - or screenshot - showcase on your profile. i got one for scorpion on my profile, too. the problem is, that you need to have at least level 10 on steam to get these showcases, i think. but once you reached level 10, you have access to all showcases like item showcases, game showcases, screenshot/artwork showcases, etc. it's not the same as a background but it's a nice alternative way and it's much more individual.

You can always take a picture of any character of your like, then set it as windows background image
