I recommend you go to nVidia GeForce Experience and set the game to it's Optimized settings. Then load up the game and confirm the settings GeForce Experience wanted did indeed take and see if the game plays better.
Update: Also, for 30 FPS specifically, you can also turn Frame Smoothing on in PC Video Settings, as it locks the game at 30.
I've noticed so many people having issues (though not all) are on laptops.
In fairness though, the OP is asking for 30 FPS, not 60.

Lower the resolution
Put the charger alone not with other devices(like phone charger,printer,etc.) so the pc will get more power
Check if the gpu is bad or the CPU/RAM/HDD is having troble
Download Geforce Experience and make MKX to Performance not to quality
SELL THE LAPTOP AND BUY SOMETHING BETTER by comparing the specs in GPUboss.com
See if you are on Intel instead of nVidia(but it doesnt realy matter since I am getting 50 fps in csgo on high with both HD5500 and 840m)
OR dowload MSI afterburner and overcloack your GPU BUT IF YOU WANT TO OVERCLOACK IT TO DEATH IT REALY WILL BE TO DEATH so overclock it with few so it can give you some additional fps.
