Hello there,
It does work.
Only in 16:9 aspect ratio resolutions it won't have black bars even if you set window boxing to "on".
Every other aspect ratio if you have window boxing to ''off", then it will remove the black bars during fights only.
But during x-rays ,round announcement ,fatalities etc. the black bars will appear again.
And if you set window boxing to "on" the black bars will stay during fights.
See the screenshots below for example. "It's in 1680x1050 resolution 16:10 aspect ratio"

I'm afraid there is no option to remove the black bars for the storyline cutscenes, unless the developers upload new Bink videos without black bars.
I guess the developers of MK X(L) want to give the people who play the storyline a cinematic experience.
