thats what i wanna know, and if the game really uses the files downloaded by them.
Of course the game uses them.
those dlc's arent needed at all, i ran MKXL for 1 hour (playing online for 15 minutes and 45 minutes of the story mode) and my game never crashes or asked for files, i have textures on high, shadows on low (don't find them importent for MK) and the rest is on off (simple because i don't like the effects).
Actually that was changed last year's April. On the 21st, anyone who purchase the game from that date onwards would use a standard Steam download and installation. I'm not sure if people who bought it before would still need to use them, but if not, then they could simply pull those files off the servers.
