Report a translation problem
The spacing is key on this one, as you need to stand between sweep and jump distance away from the opponent.
So for Scorpion, if you are standing at a distance that can trigger a Faction Kill (Block and Up,Up is the last Faction kill that can be unlocked), pressing this sequence may be conflicting with this, even if that faction kill has not yet been unlocked.
Or it could simply be that Netherealm messed up with this :)

The Kove, The Pit, Refugee Camp.
Once you have done it during Fatality practise, the input is no longer hidden under the Finishers in your character's move list.
