"Got the issue solved.
The game launching through the Steam GUI did not present an error, but launching sdhdship.exe directly from the folder C:\Program Files (x86)\Steam\SteamApps\common\SleepingDogsDefinitiveEdition did show an error.
In my case the following was displayed:
"The program can't start because XINPUT9_1_0.dll is missing form your computer. Try reinstalling the program to fix this problem."
XBox controller dll from what I found. That file had to be reinstalled and registered, etc.
After doing that, the game starts."
Also, I see you are running Windows 7 on what looks to be like a laptop.
I may be right assuming it already has SP1 installed?
It would also be a good idea to check GPU drivers, like get the latest one.
Still best for troubleshooting we found was running the executable directly.

If indeed the case, last post I saw was that a "software" update fixed that.
Not sure if that means updating the game, Windows itself or a new set drivers.
Download the latest drivers and do a fresh reinstall of those drivers.
If issue has not been resolved, make sure that your Windows version has the latest service pack and is updated.
From there you can check if dependencies are installed like VBRuntimes etc. that the game requires.
There is also running in a specific compatibility mode, but I doubt that it will be an issue. That depends on your operating system though.
If you are running Windows 10, you may need to play around with that.
Game updates itself should be managed on Steam side.
If you have gone through the thread and everything in here has not yet solved the issue, then you can start with writing this game along with its publisher off your books*.
Corrected that one for you. Hey, I get it, compatibilities exist, and thence so do issues with the aforementioned. I get it, sometimes you have to adjust a thing or two, search a little and whatnot, but this is too far. I've seen tons of possible solutions to this, and if I'm supposed to try this much to get this game running, this is just what you call "too much".
Regarding your statement of calling it "too much", I totally agree. There seems to be too many issues just getting this game to run that in my opinion should have been fixed after such a long time. Myself also suffering from those issues with the original as well as the DE.
What is the specific error message?
