Buried Alive bug? [SPOILERS]

I beat up Horseface, take his phone, then chase after Zi Wai. As soon as he comes off his bike, the phone is 15 feet in the ground.

Is someone genuinely taking the pish? Pretty sure that's not how this is supposed to go. Any ideas?

I know this is a very old thread but for anyone else encountering this issue I managed to solve it by restarting from the checkpoint. It spawned me right next to him and I was able to pick up the phone.
