The shop is one way of getting the costumes you want but some of them can be unlocked for free: the drunken fist, mixed martial art and mu thai outfits can be unlocked in the zodiac tournament which if I remember correctly gets unlocked after you bust Hot Shot. The store is more convenient though because you don't have to wait for the missions to get unlocked to procure your favourite outfits. Yes, they can be expensive but you could just buy the ones you like. Honnestly, money is not a problem in this game. You make so much of it stealing cars for Tran and once you hit face level 10 everything is half price.

Be aware some things in the store are not available from missions, for example: the sarif armour and the just cause outfit and some outfits can only be unlocked from missions: alot of the police outfits, triad enforcer, high roller etc.
