Good luck, sleeping dogs is really good.
If there is already one you could try set Fullscreen to "0" to make the game run straight in windowed. No idea whats going on with the dx11 on win 10+, but I had similar issue while doing some modding with the game and the game sometimes uses to crash on launch multiple times before it start properly. Besides you could try compatibility mode to windows 7 and make it run as administrator by default.
I should also mention i'm on windows 11, so it might be an issue with the new OS
The problem:
* The game won't launch.
* A blank, white window pops up for a couple of seconds.
* The window and the game then automatically close.
Error messages:
* Nothing on the screen
* Nothing when launched from command prompt

This game worked a couple of months ago, anything changed?:
* NVidia drivers have been updated a couple of times
* I upgraded my memory from 16gb to 32gb,
Note: more demanding games like MS Flight Sim work fine
* Steam may have shown me a window about Visual C++ redistributable
I clicked through accepting defaults as I wanted to load the game
Things I've tried - none made any difference:
* Running the game via Steam.
* Running the game by clicking sdhdship.exe directly in Windows Explorer
* Running the game by launching sdhdship.exe from a command prompt
* vcredist_x64.exe & x86.exe repair
* vcredist_x64.exe & x86.exe uninstall, reinstall
* Compatability mode for Windows 8
* Compatability mode for Windows 7
* Disable full screen optimisations
* Run as Administrator
* Combinations of the above 4
* Steam verifying my local files
* Uninstalling and re-installing the whole game
* Sacrificing a goat
* Downloading Visual C++ 2010 redistributable X86 and X64 from Microsoft and uninstalling, reinstalling
* Finding a copy of msvcr100.dll and dropping it in the sleeping dogs folder
* Deleting my saves
* Switching off my anti-virus
* Prayer
* Downgrading my NVidia driver back to v536.40
* Downgrading my NVidia driver back to v528.02
* Uninstalling GeForce Experience
Out of ideas, and the fact the game shows no helpful message to give me a clue where to start isn't helping. I wonder how many people are affected by this? I can't imagine many people are playing. Maybe if they tried they'd discover it no longer works.
Not 100% sure which thing I did fixed it... or precisely what went wrong... but... it's working again. The final lines from Burn After Reading spring to mind.
