You might enjoy watch dogs as it is just as much of an open world game in the style of GTA. If the double agent aspect is what you're looking for I would suggest Splinter Cell: Double Agent. I'm sure there is more but those two are what comes to mind. Maybe consider Mafia 2. Yakuza might be more of a stretch from how sleeping dogs plays, but I hear it is good.

The combat in the Batman Arkham games is basically the same as Sleeping Dogs.

Bully because of it's close combat
Some of devs worked on both games

There's no game just like it out there but imo keywords for the combat system would be "button mashing" and "beat 'em up".

Besides the games already mentioned, you could try Judgement series, Spider-man series, Deadpool (unlisted from Steam), TMNT, Streets of Rage series.

played a bit yakuza 0 and it's excellent. like shenmue (father of open world games) before it, it's at mid- distance between action game, and life simulator. you can street fight, but you can also buy goodies, do side quests that have nothing to do with fighting. a bit like sleeping dogs
oh and forgot to say, it's really a shame square decided to drop sleeping dogs 2. i think they should more focus on a single player version maybe. and eventually make an online version later.?

I've heard about Yakuza a lot but didn't play it, we should tell Square to make more Sleeping Dogs and Thief

Mad Max is amazing. Perfect recommend. I would have remembered that one as well if I wasn't so tired right now. haha

Finished Mad Max, it has good combat but hate the RPG gameplay

hmm It's not like these games but if you haven't played Rage 2 you might wanna check that out since you liked Mad Max.

Hogwarts Legacy has a similar-ish combat to these games but with spellcasting instead of melee and it's pretty cool.
