Legendary clothing?

So I'm really enjoying the setting and the story but finding the combat incredibly tedious. Maybe I'm missing something but it just seems to be mashing the same couple of buttons over and over and it goes on for ever. Then some more guys show up. And it goes on some more.

I've taken to just running guys over with a car where I can. It seems a lot quicker. But I see there's legendary outfits you can buy that give you special abilities? And some give you guns?

Can you play this as a shooter or are they like a one time bonuses? Or, failing that, do any of the fighting outfits make the fighting a bit faster? Are there any good ones to get to sort... speed things up a bit?

It's been awhile since I last played, and I only played through on the original version of SD, but a select few did give guns, and gave them as far as you were wearing it. I'm not sure if they are given during missions though or if you're even able to wear cop outfits during them in the first place. There also seems to be martial arts outfits that also boost your melee damage too.

EDIT: Bought myself a couple of the cheaper DLC outfits (hitman and deus ex), they give you the guns they have (and other outfit effects) when you equip them, but so far from what I can tell, you can only refill them by re-equiping them at the legendary night market clothing store, or your own wardrobe. They also seem to be removed from you when you get to a mission marker.
