The game is still a lot of fun! Given the location there's also not a lot of gun combat (you'll spend more time shooting at cars during missions), especially outside of missions. It's more like Batman Arkham or the Yakuza games. At least in the first half of the game. I find that more interesting, but the average AAA gamer might not like that aspect of the game.
It's still open world like GTA, yes.
There is no DRM or account creation you need to worry about. For the price they're selling it at, especially the sale for a few $ - it's very much worth the price. If you pay 3$ and get 30 hours - I'd say you got more than your money's worth out of it.
I especially like the car races a lot.
I guess it depends on what you play video games for - there's a lot of good stuff in this game if you don't just rush through everything and aren't just trying to complete it for achievements or something.
I like it. It's quality.
