anyone know how to arrested fast to get gold stat in Law enforcer pack ?

Year of the Snake?

Drive to north point. Under the overpass there are 3 groups of 3.
1 person in each group is a grappler so you need a full face meter to arrest them.
Down the road from them are 2 more groups of 3 although not that great to go after.
I kept driving around that area arresting people, these people guarded lockboxes in the main game.

This isn't that fast but I found it consistent for arresting people.
