This is the Definitive Edition. All DLC content is now integrated into story progress so you can unlock the high tech car with emp/boost/rockets/machine gun as you progress the game.
The money you're referring to is the Red Envelope Chinese New Year dlc. It was 1 million Hong Kong dollars in total across 20 envelopes. These are now hidden all across the entire game world for you to find. Each one is $50k HKD. You can find guides online if you don't want to search yourself.
The DLC outfits like the Monkey King (OP motorbike, monkey king outfit, magic staff attacks and melee damage boost), Deus Ex outfit with assault rifle, Just Cause rico rodriguez outfit with action hijack grapple hook...
These are all unlocked via a special clothes vendor in the night market for different amounts between 10k and 350k. You'll need to make some cash to get them all. You need to put the outfits on at your apartments in order to equip the DLC weapons. The Monkey King staff is now a permanent passive buff for the outfit. You use it during certain combos and it is super OP, ignoring enemy blocks.
Do be aware any DLC weapons, like guns and melee weapons in the main game, will disappear often when starting missions or just randomly since the game doesn't maintain player inventory well.
