reinstall steam how to restore sleeping dog definitive edition save file? pls help!

If you deleted the whole steam directory then you lost your save cause game doesn't support steam cloud and save files are located in the <path-to-game>\Data\ which is by default located in steam directory.

i think i deleted the whole steam file! but my other games still got saving y sleeping dogs dun have?

As I said Sleeping Dogs doesn't support steam cloud (most other games do), so if you didn't manually copy them then they're gone with you steam folder.

Unfortunately there's no way at the moment to directly access steam cloud and manage your saves, but most of them could be found in <steam drive>:\steam\userdata\<user ID>. All games there are marked by an ID rather than a full game name, you can see every game ID by just looking at the store URL, here's Sleeping Dogs Definitive Edition store URL for instance - http://store.steampowered.com/app/307690/ The ID in this case is 307690, obviously.
If you check out the aforementioned folder - you won't find this ID there since Sleeping Dogs doesn't support steam cloud. You can always check if the game is supporting Steam Cloud by going to Library > Games > List View in your steam client, there will be a small cloud icon beside a game if it supports Steam Cloud.
