Back then everything was layed out for those buttons. Microsoft, a big name, supported that controller on PC so that must be the reason everyone catered to that.
Steam updated the compatibility recently so there should be a bigger shift towards more controller variety for the casuals who don't install controller software.
The dualshock is pretty popular. Chances are good for more games with related icons in the future.
Games like dark souls and mass effect have mods for that. Can't find one for sleeping dogs though.
