So I have noticed every enemy every turn no matter what has that red circle that if you run into it, they shoot you.
Its not that I find this bad, its that even if I end my turn without using an action, my guys will not ever shoot someone running across there close area.
Why is this something that is one sided?

The manual actually has a decent explanation for this (if you're like me, you probably didn't even know a manual existed when you first got the game ;) ):

A highly important thing to know about are reaction shots. If you get too close to enemies who can already see you they will take a free shot at your character during your turn. An enemy's reaction shot range is displayed as a red circle on the ground if you move the cursor next to him:

Always pay attention to the curve highlighting your character's route when planning a move in the vicinity of an enemy and make sure it does not cross the enemy's reaction range.
Keep in mind that an enemy won't execute a reaction shot if he did not see you before your move, allowing you to bypass the reaction shot area with clever planning. Note that the enemies knowingly avoid entering your reaction shot range.

In essence, the reaction shot represents an inevitable reaction to an attempt to get very close to an alert enemy (meaning one who sees your character coming). While there is some similarity to the overwatch mechanic seen in other turn-based games, in Hard West its main purpose is to prevent players from exploiting the point-blank accuracy bonus without consequences.

For the following sentence:

"Note that the enemies knowingly avoid entering your reaction shot range"

In my experience, they do generally avoid your "reaction zone", but will still sometimes run within a single square of you. Although I think this mostly happens when you box/hem them into a room/corner.

HTH!
one thing that someone mentioned when I brought this up that has helped me immensely is that enemies will not take reaction shots on characters they don't see at the begining of their movement. Enemies that are gray when you select the character don't see them.

So I agree with this statement, but I think like you said in the other games, it is similar, I am not complaining that the enemys can do this, I am complaining that they can do it even if they use 2 actions on there turn, and quite often hole up where you cannot get to them as a flank unless you run threw this zone.

So if my intent is not to exploit a point blank shot, but just to run by to get to cover on the flanking side for example.

Also, I spent efforts to purposefully box myself in to such ways they had to enter a close area to me, like 1 over from the door of a house, so the only way to see me was to actually walk in the door way, trying to use this mechanic as an advantage when I had 1 guy left with 1 hp.

So here is the main issue I see here.
You made it 100% always to pre block possible exploiting, to the point it also over rides common non exploit situations. But yet you have quite a few guns that have a range of this reaction range, making those guns useless, cause there stats are not worth taking a reaction hit to use at optimal range.

I love this game, and so far am on the gravedigger senario, and so far, have seen this is the only thing that really comes off as half fast or sloppy.
