If you enjoy the RPG comp-building/character and min/maxing character builds, Wasteland>Hard West
If you enjoy unique game design elements, Hard West > Wasteland (the way multiple separate short stories intertwine, the way combat "RNG" is actually handled is awesome)
If you enjoy story telling, I much prefered Hard West to Wasteland, but that hinges a little on that I prefer far west to post-apocalyptic. So Hard West ~= Wasteland depending
If you enjoy challenging tactical turn-based combat, again I can't speak for W2 but I certainly felt more challenged by hard west than I did W3 (both on max difficulty settings blind playthroughs). so Hard West > Wasteland
Hard West engine has a memory leak for some OS. It was only a mild annoyance that I could fix by exiting the game and relaunching it every few hours. No idea if W2 has any leftover bugs big enough to warrant mention.

Hard West has better TB combat in XCOM style , and better story telling
Wasteland 2 is similar to old Fallout from 90s, but with long annoying dialogs, I like to read books, so I am more demanding with reading long in-game text...
I own W2 and W3, played both, beat both. I was coming here to see if I should try this or replay either of those (silly question I know but I loved W2/W3 that much to want to replay rather than try something new).
Well, I have my answer, guess I'll go ahead and dust off the game and finally play it.
Bother games are great, I probably enjoyed HW a bit more but not really much in it to be honest. You should really play both if you can fit them in.
Combat Strategy:
Hard West: Well thought out strategic movement is crucial, down to the tactical level. One slight error may lead to a complete fail. In the hardest cases (usually the first or the last fight), I had to try several times to figure out how to solve the ambush for example.
There is a preparation phase before each combat, which decides your beginning stats for the fight. However, they are very random, not following the same mechanism each time. If you enjoy surprises and don't mind the added challenges by entering the combat with disadvantages, I think you won't complain. On the other hand, if you could get all the advantages before each combat and accumulate all of them before the final combat, you could also become overly powerful. Overall, the fights are not too difficult after you know well how it works.
Wasteland 2: Well built character skills and superior firepower are more decisive. A rough strategic direction change should suffice to alter the result for most fights. More like cRPG.
Stories and plot line
Hard West: Short stories interwound but not interdependent. They are light hearted. No critical decision choices to make. No non-combat skills to develop.
Westeland 2: Long story. A main quest line, with side quests and random encounters. Our decisions (skills required) change how the story evolves and how NPC interact with you. Inventory of gears, quest items, and a lot of junks. Loot and conversation requires crazy save scumming if you care about it.
Character Build & Weapon
Hard West: No character creation. Default attributes could be "developed" by innovative mechanism of wounds, scars, and talent card combos. The development progress is very short. Weapon and damage types are few.
Wasteland 2: Innovative CLASSIC attribute system for you to build different types of combatants. Story heavily relies on communication skills and looting skills if you want to have a say. Some weapons might be simply more powerful and easier to use, while other weapons might be weaker and require a plan to be useful.

The level of tactics in Desperados III and Shadow Tactics are even higher than Hard West imho. There is no "preparation phase for randomly applied effects", no inventory (weapon variety and upgrades), no RNG. Pure tactics. The difficulty level is also higher than Hard West, if you would like to complete all the achievements and badges. For me I'd need like 4 runs only to complete like 90% of the achievements. In terms of gameplay design, Desperados & Shadow tactics are beyond doubt superior in this genre.
The decisive factor for me is the two are "Real Time" tactics games, and again, not role playing, if compared to Wasteland 2.
Shadow Tactics is my No. 1 in terms of game design. Wasteland 2 is my No. 1 in terms of hours played.
Maybe in the end you would play all of them.
