Just because you don't own the game doesn't mean that concerns/opinions about content/price value is any less valid.
13 euros on steam at this moment. 20 euros normal price.
Which I suppose is something that alot of people tend to forget but it really makes a difference.
For comparison sake 20 dollar = 14, 67 euro
20 euro = 27,26 dollar , if the conversion site, I've used is correct.

That's the list of content you get from buying the game.
Quite ctually a bit more than DLC, it's more or less an expansion pack, depending on how many classes there are in the free version.
Just remember people, that Planetary Annihilation had a ridiculously Kickstarter which reached 2 million out of hte 700K goal, and sold for 50 dollars upon first getting into Steam, AFTER the kickstarter.
A game that had less than 50% of the content Starcraft 2 gives you, and likely still does, even if we ignore all the cutom-made content for Starcraft 2.
A game which was unplayable outside of the Central US, Europe and Asia regions, because it only had 3 servers.
A game which also on top of ALL THAT... has normal transactions which for to get 1 unit that is no different than the ones you get for free... which costs 5 dollars each, literally.
Essentially what is 5 dollars for a single camoflauge for jsut one gun in call of Duty, what is literally 5 dollars for one emblem in Dawn of War 1/2, what is 5 dollars for a spoon made of gold-colored silver. A single spoon which just looks cool.
I'll come back and buy it if the publisher or developer ever change the price to something realistic.
Heck, if Xgen published a slightly expanded Defend your Castle on Steam I'd probably spend the $20 or $30 as well. Nostalgia and the amount I've played that little time waster over the years. On the other hand, some cult classic or modern epics I despised and got about a dollars worth of fun out of, where most people agree they're worth $50.
TL;DR: Your value of a game is never going to be the same as any (or many) other people's value in the same game.
