Have you tried to right click the game under library and hit properties then set launch options then type -window
I do this to force override launch options to go into window mode that don't have a fullscreen or window mode setting option in-game.
NOTE: To set it back to fullscreen just repeat all the steps and delete the context -window to remove it.

The easiest mode is to holt alt whilst launching the game, this opens the configuration screen where you can change quality resolution and window mode.
Ya if you hold the alt/option key when opening the game (it might have to be the beta to do this) it will open an options menu where you can select windowed mode and the resolution of the window.

Because the graphics don't scale well on certain aspect ratios and look stretched on larger screens for example.
