Report a translation problem
The novel in itself is not the slightest ecchi, the story may be interpreted like a soft-yuri but since they're a young innocent, or playful, girl and a young-adult girl wishing to find some old, lost memories of her childhood, I don't think of it as a yuri.
Calling a story to be yuri because two girls "like" and not "love" each other, to make it simple, seems exagerated.
Anyway, there have been a few illustrations where a girl can be seen in underwears, but those aren't revelant and the intention, I think it was, put into it wasn't to please an ecchi public, but just to fit the story going on (and yeah.. include some fan-service after some thoughts, but you could as well imagine it so it's really optional to take it as fan-service content). As the other matter you mentioned, the other girl is big-breasted in anime/manga-like fashion, yeah, but to call this ecchi..
It's up to you to think of it as a soft-ecchi/yuri story but they're games which are way more focused on that than this one.
A very nice exemple to compare, which was mentioned before, is "Go~ Go~ Nippon!".
Also its our over-sexed culture where feeling a "strange attraction" towards someone automatically implies sex, which is false.
It's neither the, admittedly awkward, translation nor "our" culture that gives this game an odd sexual touch. The main character has overly huge breasts with nipples bulging through the clothes, and it was absolutely unnecessarry to show the other girl (who is described as looking to be around 12 or 13; yes, she's not actually human, but she's supposed to look like a young girl) in her underpants (nothing wrong with that in itself) showing the outline of her vagina. My underwear isn't that tight, and I'm an adult. It seems rather uncomfortable to me, too.
I didn't see anything wrong with the "strange attraction" part, though. It sounds a tad weird, but even without the translation issues, I wouldn't have seen anything sexual in it.
The game would be beautiful and innocent, and I would whole-heartedly recommend it to anyone, if it wasn't for the sexualization of the characters. I will admit it: It ruined the game for me.
And I'm still confused what possessed the developers to do it, since it's diametrically opposed to the actual theme.

If such little details ruined Shan Gui for you, you didn't need a lot to then.
Yeah, the protagonist have overly huge breast, those are wide-know fantasies Asians' got (not only them I must say, but to this extent, I think they're the only ones), it's also to attract more people with some fan-service which is quite light.. I'm not fan of such exageration, but it's not a big deal.
And if I may, if the scene where our foxy-girl is seen in underwears.. you should be pretty glad already since her undies are actually wet (she was in water, so you know..) and quite white, they could've made so they'd be transparent ; they didn't, thankfully. They're tight for the exact same reason, she was in water, they're wet, so they stick to the body. It's also fan-service.
You're playing a VN, I mean even Clannad (both the VN and anime) which is an incredibly beautiful VN has fan-service.
It's a thing they need to attract some more audience to get their game known and if it gets known enough, to be able to sell a lot of derived products. They could keep it pure, I even wish they would, moreover for a NV like this one. But did you check the community page ? What are the first screenshots in rating ? Yeah, those.
I mean, fan-service is both welcomed and criticized. Often criticized because of this aspect of exageration and clichés, but welcomed because it pleases a lot of people, which buy the game, tells about it to their friends since they liked it, etc, etc..
If you're so easily disappointed by VNs because of the fan-service, which I must say is really light in this one (you get to see once underwears and.. big boobs which you won't even pay attention after the 30 first seconds until they remind them to you with the last illustration), you shouldn't dig too much the genre.
Keep in mind : story. When she showed in underwear, did you have any sexuals thoughts ? Did the story meant you to ? The illustration sticked to the story, and in the same way, included some fan-service. Here you had illustrations so you didn't need to figure out the scene, but if it was a novel, you woudln't get illustrations and would try to figure out the scenes in mind, the story tells you she's swimming in underwears, would you go so far to imagine her swimming in a swimsuit instead of the underwears to preserve your mind ? I don't think so, the illustrator didn't as well.
I'm not criticizing you, since I'd like as well the illustrations way more soft about the fan-service, but when you said you'd not really recommend it only because of that.. it was just wrong.
I dont think theres a right and wrong here, everybody sees it the way they do and they feel about it the way they do.
Personally i have no issues with the main character having big breasts, or with the underwear of the other girl. Its not as much sexualisation as it is falling into anime cliches, doing what the fans expect you to, increasing sales, or as Shyning very well put it: fan service.
If you look at it as over-sexualisation of the characters then yes it could ruin the mood of the story, but why would you look at it that way?

As for "our" culture yeah, i didnt express myself correctly, i meant the typical industrialised "rich" country culture which is over sexualised regardless of what culture you look at.
Your way of seeing things makes me think of american culture though (i reserve the right to be totally wrong on this one :P).
You're talking about fan service - all good and well. If they show adult characters (like the protagonist here) in underwear, fine by me. But we're talking about a girl that's supposed to look like 12 or 13 (and looks much younger, which is also normal with manga/anime-style). There's no excuse for "fan service" when it comes to sexualizing a child.
I've never complained about fan service before. I've never minded fan service by itself. I'm not fond of panty-shots, e.g., but whatever. In fact, I'm usually the one to defend silly additions to games, movies, etc. that were only put there to drag in more customers. The crreators are running a business, and I want to buy their products, so I will want them to make a profit. All fine here. So, if we're talking about adults, or at the very least older teenagers, I won't care. But not with children. You can't justify sexualizing children.
I can imagine whom they may drag in by showing big-breasted women. But tell me this: Who comes for the sexy pictures of young girls? Tell me again that I'm overreacting.
The underwear didn't look wet to me. Maybe I should go back to look at it again, but it seemed dry. (Even if it's wet, it won't look like that, btw.) There was no indication she took a dive. The way I understood it, she just stepped into the water and splashed around.
On a side note: It's silly to tell me what can and cannot ruin things for me, or rather what should or should not. I'm not telling you to stop liking this game. You like it, you recommend it, all good and fine. But I don't like it for the one reason I explained, so I won't recommend it. You have different expectations from games than I have. Nothing will change that.
Again, it's not about the story. The story was fine. But the fact that I didn't have sexual thoughts won't make the drawings any less sexualized.
(You can't generalize cultures that easily.
I'm German. Germany has a rather relaxed attitude towards sexuality. I won't freak out over a 21 years old person having sex with a 16 years old person, e.g. Perfectly legal here, perfectly fine by me, but illegal in some parts of the US, and thus rather worth an outcry there.)
But just about a thing, I didn't tell she dived, but she took a swim. The one who only stepped in water was our (overly) big-breasted girl. The story tells that she goes swimming in her underwears, and that the other didn't want to get into water, but the temptation won and she played with the younger one. Anyway, to me they didn't "sexualize" He Jia, but as you said it's up to people to see it this way. I wasn't shocked a bit, but I can also understand it can be seen another way for other people.
In the meantime do yourself a favor and try to learn and understand a bit about different cultures and stop passing your western society judgements on what is your own idea of sexualisation of children.
What made me say that? In some cultures marriage at a very young age is allowed, while in other cultures children can play naked without any kind of sexual implications or thoughts...and so on. The western culture as usual, sees itself entitled to take itself as the one and only standard and entitled to pass judgement on everything else. The western cultures have been doing that for ages and still doing it now, it was wrong back then and it is wrong now.

i think its the people who do read alot of manga who are getting confused of whats normal and not . yes having large breasts at a really young age is normal in animes and manga but not so much in reality
As long as I know, she's an adult. She may be only 18, we're not told this information, but she's old enough. And because if it's not common to have big breasts doesn't mean that if a character has some, it's obviously sexualisation. Nope. Some people have big breasts, she's one of them, that's all.
Yeah, people who read mangas or watch animes may be more used to this situation, but what's the problem ? I mean, characters are unique, but they're also under the laws of our world (talking about humans in a normal situation manga), if people can have those, then the characters can as well.
By the way, we're in the boundary of imagination, not reality, if the author and chara-designer want a team of big-breasted girls chasing criminals.. why not ? It nearly looks like something that won't happen in our everyday life, but it could.
If she was sexualised, she'd be wearing a nude appron, cat ears, a tail in the backtrack and running with a leek in hand singing "Loituma", right ? Okay, may be a bit extreme, but do you see what I want to talk about ?
I can understand some people may see that as sexualised (not the thing above, the one above that one <.>), but I don't think they're right. That's why I'm explaining why I think this way, but feedback I get is "she's sexualised", I answer, I get a "she's sexualised" again, so I think I won't argue anymore in this topic, I hope you got what I meant, if not, I won't be here to answer.
