what happens if i don't pay the bills??
rent and electricity... what happens if i never ever pay them?

Then two people dressed in black will come and reset your memory. After that you will be told that you have bills to pay and you won't remember any of it.^^
Sorry, no, I have no idea, I always pay too. :-)

The game will automatically take ur money if u don't pay them after 14 days. As well as double the cost per day
