Something I wish I knew,
Why did it take me 81 days to realize that customers can't see the bottom shelf? or don't like purchasing items on it? I saw that my card book wasn't selling and moved it to a top shelf, and I sold so many the next day. So I moved everything off of the bottom shelf. Boom! I was no longer in the red on profit days. Wished I knew this sooner.

I do get customers to buy stuff from my bottom shelves, but maybe they are less inclined? I'll have to test that out.

I put dice and board games on my bottom shelves and they sell out all the time.

Maybe it's just RNG.
So I tested this and found it to be not true. If I have items that don't sell, it doesn't seem to be the shelf location that is the issue. More likely you are seeing disinterest because of tournament effects, or the pricing is too high for the current clientele.

It's completely random. Sometimes NPCs seem to focus irrationally on just one or two items, though. I have had many a day where, for whatever reason, Playmat (Wispo) is completely impossible to keep in stock because people keep grabbing them off the shelves. This is with a 20% markup, mind you.

What you're describing is due to the "Target Item List" described in this guide. https://steamcommunity.com/sharedfiles/filedetails/?id=3338043205

Each week the list of 'target' items is re-rolled. The size of this list and how many customers spawn with items they want for that week depends on your store level. So it sounds like for that particular week the Wispo Playmat was on that list.

It doesn't really matter what location on the shelf the item is on as they'll go look for it wherever it is. If they don't have a 'shopping list' then they'll just go wherever RNG directs them. Whether they purchase it or not will depending on your markup as that affects the chance for them to decide to purchase it.
