How to unlock floors/ceilings?

Anyone know? There's no guides. I am already level 89 and have 95% of achievements,

Floors, walls, and ceiling tiles are in the decor app.

I know where they are but some are locked.

Then level up until you unlock them, like the other stuff.

I'm wondering when? I'm level 90

I finally figured it out. Just didn't see the buying tab for the ceiling and floor
