How do the pack rarity work
This is admittedly a stupid question I am sure, but I never did these cards growing up. I forget the name, so pretend the first blue and first legendary packs are called Tera. I know the second type is Destiny, but just for this example sake, Tera for the first ones

If I open the Tera Legendary, can it have the same cards as the Tera basic, just better chance at better cards? Or they all have their own "loot table" with no overlap?

its not a true representation. each pack of cards is itself a rarity. the 4 diff packs of tetra cards represent the 4 rarities. each pack only has that designated cards rarity in the pack. but there are different rarities of that rarity, which is unseen.

I suppose it was done this way to not create a "lootbox" scenario.

The packs each have their own table. You can look at the prices of cards in the TCG Price app on the phone and there's a picture of a card on the center right that will tell you which set it's from. The destiny set is the same cards with different artwork. The exception would be ghost cards which can came from any pack, the destiny packs have a higher chance at a ghost card from what I understand.

Ok, yah those Ghost cards will be a real grind to get all of them. I really don't think I will bother unless it becomes an achievement. Good info, thanks!!
