Customers shaking their head while waiting next to a table?

As the title says, I'm assuming it means they're dissatisfied with having to stand, but I have seats/tables open. My current setup is a line of tables connected to form basically 1 large table. I'm not sure if somehow this is causing the pathing to be messed up.

customers being disappointed is odd currently, in the the prologue they'd actually say what they are upset about. now it's just a crap shoot.

It seems like how they "reserve tables" is a little off right now. When i removed play tables all together i managed to eliminate my last few unsatisfied customers. I think those people stand and shake there head for what ever reason "reserve" the play table at the same time as other people? then upset it's full. I notice workers like to start the same task till someone actually get a box and starts it. I'm curious if something similar here with play tables.
