Unplayable rounds after getting 13 Orphans

I managed to get 13 Orphans in the second round of a game (skipped first round for discards), but after getting it the game won't let me play anything else so it didn't count points for 3rd & 4th round. I even had a pair in the 3rd round which, if playable, would have completed the 13 orphans hand again. The fan multiplier for 13 orphans suggests it's more valuable to get in the 4th round, so is the right move to wait until the 4th round to play it or am I missing some way to play it to get extra points for it if I have it earlier than the 4th round?

13 Orphans automatically counts as a full hand and will received the highest Fan possible displayed on its detail. 13-Orphans can only be played once in a round, as in the description of the play mode switching button.
