Cap on farmers?

So I have 7 farms currently with the capacity to assign 18 farmers. The only problem is I can only assign 16 farmers so I can not grow the food necessary to progress the game. Is there something Im missing?

Same thing just happened to my miners. I upgraded one of my Mines and I can not assign an extra person to mining.

Tried to save my game and reload to see it there was a fix, but sadly no.

This is a rare bug we've known about for a little while, and have not succeeded in fixing (due to said rareness and its general obscurity)

We have had people in the past that were able to resolve it by reloading, it's unfortunate to hear this hasn't worked for you.

Could you tell me if it is always the same farm that is left with fewer farmers than it's intended cap, or whether this farm changes and therefore is an issue with the cap of the whole farmer population?

It was two farms that were at lvl 2 so they both had 2 workers. Upon upgrading them to lvl 3 to have a 3rd worker they will not allow any more workers. Exact same thing with my mine happened, upgraded a mine to lvl 3 but it will not allow me to assign any more workers to mining.
