Maybe a solution for freezing issue
I tried to extract the German v1.07 patch and paste the file into the game location.

For me, it greatly help to reduce to freezing issue (**Not solved, just reduce to freeze time from minutes to seconds) which make the game much more playable.

Hope the patch can help those who waiting for a long time lol.

***Remember to backup all your file before doing anything***

1. Unzip
2. Copy the file to your installed location
3. Copy the "Railroad.exe" to "bin"

A bit late to the discussion but I may have found a solution to the problem. I've been playing this way for a few hours and haven't encountered any crashes or freezes (yet). I've been testing on mission 06 where the game can become unplayable.

WARNING: You're old save files won't work anymore and the game will crash if you try so make sure you make a backup of your campaign.nfo file in the save folder. you can copy it back after you did the steps below and keep all the mission, medals and trains on your fleet.

Here's what I did:

1. I installed my disc copy on my C: drive (As far as I'm aware that's V1.0).
2. I downloaded the German v1.07 patch

3. I installed the patch but at first it couldn't find the game that's why you need to install the game at the default path.
4. After that it kept asking for a CD so I downloaded a No-CD patch for the US v1.0.

5. I copied over the files from my C: drive to the Steam version en replaced all.
6. I place the AR.exe and Railroad.exe in the steam version.

After these steps it should boot up but a downside to this solution is that your game is in German from this point forward but it's nothing a translator can't fix. As I mentioned above I'm currently at Mission 06 and haven't experienced any stutter, freeze or crash.

EDIT: If you want to play the game in widescreen use dgVoodoo it makes it go down a lot easier on modern monitors.

Oreos solution works perfectly. Just download the drive folder and overwrite the files. Be careful with the solution from Armitage, because it gives me windows defender warnings.
